Our Service

Loceti Care was established in June 2025 and provides domiciliary care across the north of the Isle of Man. Our aim is to consistently deliver the highest standard of professional, person‑centred care, enabling Service Users to remain safely in their own homes and communities while maintaining independence, privacy, and dignity

We operate 24 hours a day, seven days a week, 365 days a year from our base in Ramsey

Our services are designed for older adults who are physically frail, housebound, or require support to remain independent.

We offer a range of services, including:

  • Specialised Care: Palliative Care, Dementia Care, Respite Care, and Support for Adults with learning disabilities. 

  • Personal Care: Assistance with necessities like getting up, washing, bathing, dressing, toileting, bed making, and assistance with medication.

  • Domestic & Household Services: Light duties such as vacuuming, dusting, general cleaning, washing up, and personal laundry.

  • Preparation of Meals and Snacks: Preparing breakfast, mid-day meals, evening meals, and drinks.

  • Personal Activities: Helping with shopping, collecting pensions and prescriptions, and accompanying Service Users on walks, appointments, and trips out.

  • Care Duration: This ranges from regular visits (minimum of one hour) to overnight waking watch, and around-the-clock 24-hour care.

Care is delivered through a person-centred approach, with care plans regularly reviewed and amended

Our Leaders

Love Tibungcog, Registered Manager and Director of Care

Love is a dedicated healthcare professional with over 30  years of proven experience in senior healthcare positions across the Isle of Man, working for the Government, established nursing companies, and as a self-employed carer

Love's expertise encompasses comprehensive patient care, including personal care for the elderly, dementia care, and palliative carer

A key strength is leadership and management, demonstrated in roles as Duty Manager and Senior Health Care Professional, involving staff supervision, recruitment, performance enhancement, and ensuring regulatory compliance and quality assurance

Love holds qualifications in Nursing/Midwifery and multiple diplomas in Health & Social Care. Love is currently studying for a Level 5 qualification in Leadership in Healthcare at the University College Isle of Man 

Carl Jennings, Director of Operations

Carl is an experienced leader with a strong record of managing teams and delivering meaningful change in highly regulated environments. His career spans the UK, Jersey, Gibraltar, and the Isle of Man, where he has held senior roles across major banks, a utility provider, and an asset management firm

His expertise includes regulatory compliance, policy development, large‑scale change delivery, and senior stakeholder engagement. He has led complex programmes such as Customer Due Diligence remediation and multi‑jurisdictional system implementations.

Throughout his career, Carl has focused on leading teams through periods of significant change, strengthening quality assurance, managing risk and issues, and providing clear executive reporting on critical timelines. He also brings specialist experience in regulatory interpretation, arrears and forbearance management, and the oversight of international mortgage operations.

Each year, Loceti Care is independently inspected by the Isle of Man Registration & Inspection team. The purpose of this review is to ensure our service is Safe, Effective, Caring, Responsive, and Well‑Led

Latest outcome: Our March 2026 inspection rated us Met in all five areas, confirming strong governance, safe practice, and high‑quality, person‑centred care. Minor actions identified were resolved immediately
